On October 23, 2024, the State of Texas eliminated the exemption from Federal Motor Safety Carrier Administration (FMCSA) requirements for concrete pumps operating only in Texas. Texas State Highway Patrol has issued a 90-day warning period for implementation of these new concrete pump requirements. By January 21, 2025, all concrete pumps operating in Texas must have a USDOT number and must comply with FMCSA requirements including Hours of Service, medical standards, and driver record keeping, including the use of ELDs.
See the link below for directions on how to get a USDOT number. Once filed, you should get your USDOT number in 48 hours. ACPA recommends that you obtain your USDOT number as soon as possible.
Regarding the rest of the requirements, ACPA is planning a webinar to review the FMCSA requirements to help you prepare for compliance. In addition, Sergeant Brown of the Texas Highway Patrol, Commercial Vehicle Enforcement Training Unit has provided the link below to Texas Form MCS-9, A Texas Motor Carrier’s Guide to Highway Safety.
